In retrospect, the creation of the CAS can be seen as the beginning of the development of a series of global research programmes in the field of the environmental sciences, which have been of fundamental importance for securing resources for global research efforts during the last 40 years. It was through the work of the CAS that the scientific communities in meteorology and climatology became recognised as potential users of satellites developed for peaceful purposes, just as President Kennedy had said a few years earlier.

The optimism of the post-war years was still a driving force.
